The police want to trace witnesses of several incidents of dangerous overtaking on the main A970 road between Lerwick and Brae.
The incidents are said to have involved a small dark blue or black car heading south on the Lerwick side of the Halfway House, about 8pm on Monday.
If anyone can help they are asked to call the Lerwick Police Station on 101 with any information.
Road policing officers are appealing for information on the fatal road accident as they name the driver as 25-year old Fraser Smith.
